Misspent S106 money in Kings Hedges

From "Phase 1: Understanding your neighbourhood and establishing a vision (map)"

I have looked at what S106 contributions from developers have been spent on in the King's Hedges area. This tells me that 1.75 million pounds was spent building new housing in Kings Hedges. My understanding of S106 contributions is that they are to "mitigate the impact of new homes and other buildings, which create extra demands on local facilities." I fail to understand how adding housing in the area mitigates the impact of new homes, other than it mitigates more affluent areas, where people might complain, from having new houses built on their doorstep.
