Plant hedgerow on road border of Midsummer Common

There is currently a metal fence at the border of Midsummer Common with Victoria Road and Maids Causeway. If a hedgerow were planted here, it would provide protection for children and dogs on the common, shelter from traffic noise and pollution, and food and habitat for birds and insects. (The fence would not even need to be removed, but could be used as initial support for the hedgerow.)

    As the UK has lost so many of its hedgerows and they are so important for wildlife, this seems like a great idea. The advice I've read suggests a variety native species of course to allow staggered flowering times e.g. hawthorn, beech, spindle, blackthorn, hazel, holly, field maple, buckthorn. Ideally a metre wide at least so as to afford nesting birds some protection. Given that these areas are now left as long grass in the summer, a hedgerow would add enormously to the biodiversity that's being encouraged. Can it be done without tree guards? They do afford protection but given how open it is then perhaps muntjac would not be such a problem? And taking off the guards is often a job that gets forgotten.
