Refurbish rather than rebuild

The construction industry is responsible for 42% of the UK's carbon footprint. The most environmentally sustainable building is one that already exists. I believe that more can be done to existing housing stock (and community buildings) to modernise it, make it more energy efficient and improve its appearance.
