
Impact of licensed premises

A Cumulative Impact Assessment (CIA) is a licensing policy which assesses how a concentration of licensed premises in certain areas can cause issues including crime and disorder.
The assessment may lead to limits on licensing in areas affected so the licensing authority can meet its licensing objectives.
New draft document
A draft version of a new assessment has been produced by Cambridge City Council which includes recent data and evidence provided by Cambridgeshire Constabulary. Please find the document attached at the bottom of this page.
The Licensing Act 2003 requires that if a CIA is adopted, it is reviewed at least every three years. Cambridge City Council adopted its current assessment in March 2021.
We want to know what you think about the new draft document, so are undertaking a 12-week public consultation to let you have your say. The survey is located under the 'About' section, and will be open for comments until Sunday 12 November.
The evidence supplied by Cambridgeshire Constabulary covers all 14 wards in Cambridge and includes areas currently covered by the assessment.
The data looks at the correlation between the number of licensed premises and the number of reported alcohol related crimes and incidents.
Have your say
The figures vary for each of the areas within the CIA.
Therefore, based on the evidence supplied by Cambridgeshire Constabulary, as set out in the document at Appendix 4, we would like your views on whether the following areas should remain covered by the assessment.
- The market area in Cambridge city centre
- Cambridge Leisure Park
- The area of Chesterton Road, Milton Road and Mitcham’s Corner as highlighted in the document map at Appendix 3
- The Petersfield area of Mill Road (from the start of Mill Road to the Railway Bridge)
- The Romsey area of Mill Road (from over the Railway Bridge to the end of Mill Road)
- The section of Hills Road running from the city to Purbeck Road
We would also welcome any general comments on the assessment as a whole.

Next steps

We will present a report based on the consultation results to Licensing Committee in January 2024.
